Rosa M. Fernández

Rosa M. Fernández joined the U.K.’s Department for Business, Innovation and Skills (BIS) in June 2009 as Economic Adviser responsible for the science and research branch of the Science and Innovation Analysis Unit. In addition to regular and ad hoc advice on matters of science policy, Dr. Fernández has responsibility for analysis and evidence on the performance of the U.K. research base, spanning international benchmarking of the national science system and the research output framework applicable to research councils. Dr. Fernández also represents the U.K. in the OECD Working Party on Research Institutions and Human Resources, under the Directorate for Science, Technology and Industry, where she is an elected member of the executive bureau.
 
Prior to joining BIS, Dr. Fernández spent 10 years as a research fellow and tutor at the University of Oxford, where she was elected to the office of Senior Pro-Proctor for 2008-2009. She also worked as a research fellow at the Economic and Social Research Council-funded Centre on Skills, Knowledge and Organisational Performance (SKOPE) based in the Department of Economics at Oxford, where she undertook research and commissioned policy evaluation in the fields of labour and education economics. During the same period, she was a Tutor in Economics at Worcester College. Dr. Fernández also worked at the Universidade de Vigo in Spain as a visiting professor in Economics from 1998 to 1999.

Dr. Fernández’s work, whether as a researcher or an economic adviser, has a strong numerical orientation. She has publications spanning distributional effects of working conditions, returns to education and job satisfaction, as well as productivity growth and skills obsolescence in rapid innovative environments. As a Fellow of the Royal Statistical Society, she upholds their code of conduct on analysis and use of evidence.

Dr. Fernández has a M.Sc. and a PhD in Economics from Pompeu Fabra University in Barcelona, Spain.
