Brian Flemming, C.M., Q.C.

Senior Fellow, Van Horne Institute (Calgary, AB)

Dr. Brian Flemming is an international lawyer, a public policy advisor, and one of Canada's leading experts on transportation policy and the international law of the sea. He is currently Senior Fellow at the Van Horne Institute in Calgary. Dr. Flemming is the former Assistant Principal Secretary and Policy Advisor to Prime Minister Pierre Trudeau; former Chair of the Canada Transportation Act Review Panel of 2000-2001; former Chair of the Canada Council; founding CEO and Chair of the Canadian Air Transport Security Authority (CATSA); and a founding member of the Prime Minister's Advisory Council on National Security.

Dr. Flemming is a graduate in science from Saint Mary's University; in law from Dalhousie, University College London and the Hague Academy of International Law. He is a Member of the Order of Canada and has two honorary degrees.

Dr. Flemming is an Honorary Fellow of the Marine and Environmental Law Institute at Dalhousie University and a former Fellow of the Canadian Defence and Foreign Affairs Institute in Calgary. He is a former syndicated columnist for newspapers across Canada and the principal author of Vision and Balance, on Canadian transportation policy. Dr. Flemming has authored many articles and given many speeches around the world on transportation policy, international law, and security issues.
